The survey points out that 85.5% of deputies and 92.4% of senators recognize the need to regulate “supersalaries”. In addition, most parliamentarians believe that the regulation will be approved in this legislature: 53.1% of deputies and 80.8% of senators interviewed.
According to the survey, in the House of Representatives, 46.8% of the deputies said they want all earnings to be included in the ceiling; Another 38.7% would like that only a few specific earnings are included in the ceiling.
Already in the Senate, 46.2% said they wanted all earnings to be included in the ceiling and 46.2% were favorable to only a few earnings to be included in the ceiling. While 7.6% of senators said they were against inclusion, that is, in favor of maintaining aid and bonuses remain out of the ceiling.
The survey heard 111 federal deputies and 26 senators between March 19 and 20, 2025.
For the director general of the ranking of politicians, Juan Carlos Arruda, the new political scenario and the pressure of society by fiscal and moral responsibility rekindles the chances of the theme to return to the agenda. “Congress has a debt with Brazilians when it comes to Fight privileges. The regulation of “supersalaries” is a matter of justice with the taxpayer, ”he said.

Juan Carlos Arruda stressed that there is a division between parliamentarians about how this regulation should occur. “While almost half argues that all aid and bonuses enter the calculation of the ceiling, another group defends the exclusion of some benefits. This point will still be an obstacle in negotiations,” he said.
The theme of the “supersalaries” is not new. The discussion about limiting the remuneration of civil servants to the salary of the Federal Supreme Court ministers has been going on for over a decade in Congress. Several bills have already been presented, but all have stuck in the face of political and corporate resistance.
