We hope the visas will be issued. As we emphasize here in the case of another delegation, Palestine, the headquarters agreement between the US and the (UN) requires the US, our host government to facilitate travel to the United States of people who have business with this organization

The Trump government has already stated that it will not grant entry authorization to Palestinian authorities. The same was not done compared to Brazil. The column found that there should be difficulties in emission, but that all visas are likely to leave in the day.

The US signed an agreement with the UN in 1947 and, in exchange for the presence of the organization’s headquarters in its territory, pledged not to block foreigners who participated in multilateral meetings. In recent years, however, Americans have disregarded this commitment, according to the report of employees and diplomats with the subject heard by the column. Restrictions include the imposition of difficulties for delegations from countries with which they have conflicting relations, such as Russia, Venezuela and Iran.

In practice, managements like Democrat Joe Biden did not block the visas, but created difficulties for their emission, which happened sometimes only hours before the beginning of the meetings. “There was a situation in which the work of a given commission were delayed in one day regarding the expected to give time to the Russian colleagues to arrive, as the visas had delayed,” a Brazilian diplomat told the column.

UN acts with caution

The organization deals with the subject with discretion and caution, as even officials of the organization are under Trump restriction. But their paintings do not hide a certain astonishment that Americans can use this working hours not only against autocracies, such as Russia and Venezuela, but against Brazil, a democracy. The UN has told the column that so far it has not received any formal complaints from the Brazilian government.
