The National Association of Games and Lotteries (ANJL) reacted with concern to the bill presented by the leader of the PT in the Chamber, deputy Lindbergh Farias (RJ), which proposes doubling the tax rate on sports betting houses and online lotteries from 12% to 24%.

In a note released this Thursday (10), the entity classified the proposal as “technically mistaken and inappropriate”, remembering that the government itself had withdrawn this increase from Provisional Measure (MP) 1,303, after extensive negotiation with Congress.

“Doubling the tax rate on revenue encourages the advancement of illegal gambling, compromises tax collection and threatens the sustainability of licensed operators, especially at a time when the regulated market is consolidating under the new regulatory framework,” stated the ANJL.

The association also challenged the justification of Lindbergh Farias, who defended raising the tax as a way of financing actions in the health sector and combating gaming addiction.

According to ANJL, the number of “2 million addicts” cited by the deputy is not supported by official data. The Unified Health System (SUS), according to the entity, recorded 3,892 consultations for ludopathy (gaming addiction) between 2022 and September 2025.

“The sector recognizes the problem and adopts prevention measures, including betting limits, educational campaigns and risk monitoring”, highlighted the association.

The entity also argues that the proposal lacks a technical and social basis, and sees the text as “an attempt to divert the focus” from the more structural discussions taking place in Congress about the new regulatory framework for betting.
