Sanders and Warren would chair key Senate committees if Democrats win 3-N

BySimon Rousseau Posted onNovember 3, 2026 4:38 amNovember 3, 2026 4:38 am

Sanders and Warren would chair two of the Senate’s most powerful committees if Democrats take back the chamber on Nov. 3. A committee’s gavel allows witnesses to be summoned, investigations to be opened, and laws to be drafted. It does not allow you to approve them.

The Real Power of a Deck: Citing, Researching, and Writing

He Senate It organizes its work into committees and each has a president who decides what is investigated, who is cited, and what text is put to the vote. That position—the chairman— would be in the hands of Bernie Sanders and Elizabeth Warren if he Democratic Party adds the four seats it lacks in Congress. Sanders, an independent from Vermont who sits with Democrats, would take the Health, Education, Labor and Pensions committee. Warren, Senator from Massachusetts, of Banking, Housing and Urban Affairs.

The two are today the highest-ranking member of their committee, the position held by the opposition, so the jump would not change the discourse: it would change the tools. The first is the power of subpoena, which forces an appearance to sit before senators under threat of contempt. The second, draft a text and put it to a vote without asking permission from the plenary session.

Of course, the filibuster (the mechanism that requires 60 votes to close the debate and blocks the simple majority of 51) would continue to slow down legislative ambition. That is why the value of a Democratic gavel is less in the laws than in the hearings. The gavel does not legislate alone. But set the agenda each week.

Sanders already used that power at the end of Joe Biden’s term, when he chaired the committee on an interim basis: he threatened with subpoenas to sit down the CEOs of big pharmaceutical companies to explain the price of drugs and led to starbucks to a hearing for alleged anti-union practices. According to the Washington Examinerits focus now would be artificial intelligence and the supervision of cabinet secretaries donald trumpwith express mention of the Secretary of Health, Robert F. Kennedy Jr.

Pharmaceuticals, chips and banking: the coming scrutiny

In the Banking committee the profile is different. Warren has a reputation for pragmatism: a housing law of her authorship was passed this year with Republican support, and she is looking for areas of agreement such as the control of exports of advanced chips, an issue that her committee monitors through sanctions. He has also spoken with trump to put a ceiling on credit card interest, a proposal that the Republican majority has left dormant. There remains an unlikely variant: yes Sherrod Brown regains his seat for Ohio, the caucus rules reset his seniority and he would not recover the gavel.

A committee gavel does not need the majority of the Senate to make noise: a subpoena, a date and a camera in front of it are enough.

That’s where Spanish interest appears. Santander operates in the US with Santander Bank NA and Santander Consumer USA, under supervision of the Federal Reserve and the SEC. BBVA maintains its wholesale and market business in New York. None are in the spotlight today, but a Warren Banking presidency involves periodic hearings on commissions, consumer credit and concentration.

The other front is pharmaceutical and labor. Grifolswith plants and plasma centers in the US, is the Spanish company most exposed to a debate on drug prices that both parties share in the diagnosis but not in the remedy. And the companies with staff in the country —InditexFerrovial, Meliá—come on the radar of a Labor Committee that is more severe with anti-union practices.

Washington Logic

The logic here is not ideological, it is institutional. The Senate is designed so that the minority has a voice and so that the real work happens in committees. When a party loses the White House, its caucus retreats into the Capitol and turns the committees into an opposition platform. It happened to Democratic Party in 2007, with Chris Dodd heading the Banking Committee and the hearings on the financial crisis.

It happened to Republican Party in 2011, when his House majority turned oversight of Obama’s health law into a subpoena calendar. The novelty of 2027 would be the axis: the two committees with the greatest economic visibility would remain in the hands of the two senators who have been pointing out big business for a decade. And the noise would not be cosmetic.

There are two nuances that should not be missed. Sanders’ program—public health care, minimum wage, free college—does not pass the 60-vote filter even with a Democratic majority. AND trump He has already warned that he will use the veto extensively if he loses the Senate, although he has also said that he wants to reach an agreement. That combination, presidential veto versus parliamentary subpoenas, defines the Washington of 2027 better than any electoral forecast.

For Spain the reading is from a calendar. The bilateral economic relationship does not depend on who chairs a committee, but the regulatory tone does. If Warren opens hearings on banking and Sanders on drug prices, Spanish subsidiaries will have to declare in a public forum where until now mainly American technology and pharmaceutical companies appeared. Spanish banks have been doing for years in the American market what that market rewards: consumer credit and large-scale retail banking. It is just the terrain that a Democratic Banking committee is looking at with a magnifying glass.

The screening can be dated. On November 3, the Senate decides; In January 2027 the chamber is formed and the decks are distributed. If the Democrats are one seat away, all of this will be a theoretical exercise and Sanders will continue calling witnesses from the minority, which is what he does today. If there are four, the Capitol will have two new interrogators with the ability to issue subpoenas. The ballot boxes rule.

Case File

  • The case: If the Democratic Party regains the Senate in the November 3 elections, Bernie Sanders would chair the Health, Education, Labor and Pensions committee and Elizabeth Warren would chair the Banking committee. Both are today the highest-ranking members of those commissions.
  • Key data: Democrats need four seats for a majority. A committee gavel allows witnesses to be summoned, investigations to be opened and texts to be drafted, but the filibuster still requires 60 votes to approve a law. Sheldon Whitehouse would gain weight in Judiciary and Chris Murphy in Appropriations.
  • For Spain: Santander, BBVA and Grifols have direct interests in the two sectors that would be under focus. The impact will not be regulatory in the short term, but rather public appearances and reputational erosion before Congress.
