Senate approves provisional measure that changes gas vouchers; text goes to Lula's sanction

This Tuesday, the Senate approved the provisional measure that creates the Gás do Povo program, aimed at the free distribution of cooking gas cylinders to low-income families. The proposal had been approved by the Chamber of Deputies on Monday and now goes to presidential approval. The vote took place on the eve of the MP’s expiry date, which would expire on the 11th.

The new program replaces the previous aid model that was paid in cash and provides for the direct delivery of LPG gas cylinders through accredited resellers. The government’s estimate is to serve around 15.5 million families registered in the Single Registry (CadÚnico).

According to the approved text, families with two or three people will be able to receive up to four 13-kilo cylinders per year, while families with four or more members will be entitled to up to six units annually. The benefit will be aimed at those enrolled in CadÚnico with a per capita monthly income of up to half the minimum wage.

Opportunity with security!

The program maintains the possibility of financial transfer to cover gas costs, but this modality will be restricted, from July 2026, to families registered with CadÚnico. In cases where there are beneficiaries of the Continuous Payment Benefit (BPC) in the same household, payment will be made to the benefit holder or their legal guardian.

The text also creates a modality aimed at installing low-carbon cooking systems, such as adapted stoves and biodigesters, aimed mainly at families and communities in rural areas.

The MP establishes priority criteria for assistance, including families affected by disasters, women in situations of domestic violence under protective measures, traditional peoples and communities, households with a greater number of residents and those with a lower income per person.
