The Autonomous Water and Sewage Service (Saae) of Sorocaba (SP) allegedly “fabricated” a hole in a street in the city so that Mayor Rodrigo Manga (Republicans) could record a video for social media. The “work” would have cost at least R$19,700 to the public coffers, according to a dossier prepared by Saae’s own employees.

The 19-second video in question was published on April 9. In the images, a person criticizes two holes on different roads in Sorocaba: a “small” one and the one that would have been produced artificially. Afterwards, the mayor appears, pushes the hired actor into the ditch opened by the employees and talks to the population about improvements made in the city, mainly in the area of ​​sanitation, ending with an invitation for people to move to the municipality.

The document sent to g1 points out that 15 employees, two outsourced companies and seven vehicles were mobilized to produce the artificial hole on the public road. The material also cites possible misrepresentation, with allegedly false service records and service orders, as well as misuse of purpose and financial loss to the public sector.

According to the dossier, work orders would have been created only to justify the intervention on site, the use of servers and payment to private companies. In one of the procedures, it was requested that an inspection pit be opened on the road where the hole was made. However, the “before and after” photos attached to the justification for the work — obtained by the portal — are identical, indicating that the lid was not even moved.

The case was reported to the Public Ministry of São Paulo by councilor Raul Marcelo (PSOL), under suspicion of using the public machine for self-promotion on social media. The request mentions possible administrative improbity, in addition to ideological falsehood, falsification of public documents and irregular use of public funds.

In a note, Sorocaba City Hall simply stated that the hole was opened for maintenance work on the sewage network and that the work was completed on the same day, following “all legal protocols”, with records in documents to ensure traceability of the intervention carried out.
