After Derrite's departure, Tarcísio changes heads of the PM's Internal Affairs and Intelligence

Governor Tarcísio de Freitas (Republicans) has been promoting a significant restructuring at the top of the Public Security Secretariat at the beginning of the year.

This Thursday (5), the general inspector of the Military Police, Fabio Sérgio do Amaral, was replaced; and the head of the Intelligence Sector, Pedro Luis Souza Lopes. Three other high-ranking Military Police commanders were also replaced. The changes were published in the Official State Gazette.

The changes take place after the departure of Guilherme Derrite (PP) from the position of secretary of Public Security and the arrival of Henguel Ricardo Pereira as executive secretary, confirmed on Tuesday (3).

As number 2 in the hierarchy, Henguel assists secretary Osvaldo Nico Gonçalves in managing the department. Behind the scenes, Henguel was a big name, but faced resistance, especially from former secretary Derrite.

In the state, the vice-governor of Zema, Matheus Simões, however, is expected to run for the Executive and has been awaiting approval from the PL

Colonel Rinaldo de Araújo Monteiro assumes the position of head of the Military House and coordinator of the State’s Civil Defense. He succeeds Henguel Ricardo Pereira. Monteiro has worked in the state Civil Defense since 2023 and held the position of deputy coordinator of Protection and Civil Defense.

Colonel Alex dos Reis Asaka, who headed the Metropolitan Area Onze Police Command (CPA/M-11), responsible for security in the East Zone of São Paulo, was appointed to the role of inspector of the Military Police.

Another important change was made in the intelligence sector of the Military Police, which will be commanded by Colonel Caio Marcos Oliveira, former head of the Metropolitan Policing Center. The movement seeks to reinforce the preventive arm of the PM.

The governor has not publicly commented on the changes to the state’s police force. To his allies, Tarcísio justified the changes as “natural” due to the change in command of the secretariat.

SSP authorities heard by the Estadão under the condition of anonymity, they state that the changes had a few reasons:

  • attempt to consolidate a new image of the Public Security area after Derrite’s departure – all previous names were linked to the former secretary;
  • concern about the high rates of police fatality. In 2025, the number of deaths committed by PMs on duty increased for the third consecutive year, according to the Public Ministry. 672 deaths were recorded, compared to 653 in 2024.

The electoral race was also a factor in the changes, as the appointments reinforce the political role of the department.

Since taking over, Nico has already promoted several changes in the Civil Police, such as the appointment of delegate Fernanda Herbella, then at Deatur (responsible for major events), to the board of directors of the Police Academy.

Another nomination was that of delegate Fábio Pinheiro Lopes for the Department of Strategic Police Operations (Dope). The third appointment was that of delegate Oswaldo Diez Junior to the board of the Interior Judiciary Police Department 2 (Deinter-2), based in Campinas (SP).

Transfers determined by Tarcísio:

  • Caio Marcos de Oliveira, from the CPM to the Independent Military Police Company (CIPM);
  • Paulo Sérgio de Melo, from APMSSP for the Higher School of Sergeants (ESSgt);
  • Fabio Sérgio do Amaral, from the PM Internal Affairs Department for the Interior Policing Command 7 (CPI-7);
  • Pedro Luís de Souza Lopes, from CIPM to CPM;
  • Alex dos Reis Asaka, from CPA/M-11 for the PM Inspectorate;
  • Rogerio Nery Machado, from CPI-6 to the Romão Gomes Military Prison (PMRG);
  • Glauce Anselmo Cavalli, from CComSoc to Logistics Director (DL);
  • Beatriz de Assis Bastos Morassi, from CPA/M-12 to the Directorate of Information and Communication Technology (DTIC);
  • Alessandro Gregorim Silva, from CPA/M-1 to APMSSP.
