Haddad: The expectation is to vote for a persistent debtor on Tuesday and PLP for tax reform on Wednesday
After meeting with the president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), the Minister of Finance, Fernando Haddad, said that he felt “firmness” on the part of the president of the House to vote on the persistent debtor’s project this Tuesday, 9.
Authored by the former president of the Senate, Rodrigo Pacheco (PSD-MG), and defended by the Ministry of Finance, the project tightens rules against tax evasion, by classifying and punishing taxpayers who repeatedly, deliberately and intentionally fail to pay taxes.

“The tentative dates are (to vote) tomorrow on the persistent debtor and Wednesday, PLP 108/2024, which closes the tax reform. But this is all a forecast that will be defined now with the leaders, tonight with the leaders”, Haddad told journalists.
The Contumaz Debtor Scoreboard – an exclusive survey carried out by Estadão to identify how each parliamentarian positions itself on the issue – shows that, of the 513 deputies, 291 (56.7%) support the project, while three (less than 1%) say they are against it.
The head of the economic team met with Hugo Motta for around two hours at the Official Residence of the Presidency of the Chamber. According to the minister, the meeting was to reach end-of-year definitions and, thus, close the 2026 Budget.
“The Budget is expected to be voted on next week, but beforehand we need to vote on some other things to finalize the budget from the point of view of expenditure and revenue. These are details, but they are important details”, he said.
Cut of tax benefits
According to the minister, Complementary Law Project (PLP) No. 128/2025, which deals with the reduction of tax benefits, is essential for next year’s Budget. The proposal, if approved, has the potential to have a positive impact on public accounts of R$19.76 billion in 2026.
Earlier this Monday, Motta announced the appointment of deputy Aguinaldo Ribeiro (PP-PB) to rapporteur the text. Haddad stated that the vote on this PLP “has to be this week”, especially because it still needs to be analyzed by the Senate.
He said that the commitment to vote on cutting tax benefits was “made way back” and that the economic team needs the project. “Evidently, we depend on a political response regarding the fulfillment of this commitment that was made, so that we can have a consistent piece”, he maintained.
“What needs to be clear is that the budget piece has internal coherence. You can stop voting? You can stop voting, but then you have to get the budget piece right, because the LDO is already approved, the LDO goals are already set, you will have to adjust the budget piece to what was defined in the LDO”, he argued.
Last week, the National Congress approved the Budget Guidelines Bill (PLDO). The arrangement is to vote on the Annual Budget Bill (PLOA) next week.
