MP denounces militia formation by municipal guards in Grande SP
The Public Prosecution Service of São Paulo denounced at least five members of the Municipal Civil Guard (GCM) of Ribeirão Pires, in the metropolitan region of São Paulo, for formation of armed militia. Among the investigated are the current municipal secretary of Public Security, Sandro Torres Amazant, and the former chief of the corporation, Gutembergu Martins Silva.
The complaint points out that the agents acted systematically between 2018 and 2023 in a criminal organization focused on crimes such as extortion, theft, passive corruption and even homicides. According to documents obtained by UOLthe accused “constituted, organized and integrated a private militia to commit crimes provided for in the Penal Code.”
According to the MP, the guards would also have participated in two qualified thefts to the city butchers in June 2018. At the time, about 60 kilos of meat and R $ 30,000 in kind were taken. According to the prosecution, the crimes were planned with the direct support of the GCM structure.

Destruction of evidence
The Public Prosecution Service maintains that, moments before theft, Gutemberg-At the time GCM’s chief inspector-attended the city’s Monitoring Center and requested the change of the position of cameras that were pointing to the establishments that would be targeted. According to the MP, the action aimed to prevent the registration of the performance of the members of the militia.
There are also evidence that agents have performed maneuvers to erase or hide security images that would compromise them. The recordings would have been deliberately deleted or configured to be automatically discarded after 30 days, which is the standard retention deadline.
The MP investigation is based on documents, audiovisual records and testimonials collected over more than four years. In a decision of January 2025, the São Paulo Court of Justice (TJ-SP) ordered the loss of public positions of Sandro Amante and Gutemberga Martins Silva. However, both remain active, as the case is currently under analysis at the Superior Court of Justice (STJ).
