PF points to Bolsonaro and Carlos as “ABIN parallel” strategic core leaders
The Federal Police Final Report (PF) on clandestine performance within the Brazilian Intelligence Agency (Abin) concluded that former President Jair Bolsonaro (PL) and his son, Councilman Carlos Bolsonaro (PL-RJ), were part of the strategic nucleus of the criminal organization installed in the institution during the last government.
The document, delivered to the Federal Supreme Court (STF), points out that the two were among the high -ranking figures that made up the decisive center of the operation.

This core, according to the PF, was responsible for defining the strategic guidelines of the criminal organization, to determine the targets – including political opponents, public institutions and the electoral system itself – and to reap the political benefits of the actions.

Parallel structure of intelligence served for political purposes
The PF investigation revealed that an organization of “high offensive potential” operated systematically and clandestinely within ABIN, using state’s human, technological and financial resources for illegal political purposes. The scheme, according to the report, diverted the agency’s institutional purpose and operated on the fringes of legality.
The structure had Abin’s own servants and federal police officers assigned to the agency, who joined the logic of the criminal organization. The group reportedly acted in the spying of opponents, production of dossiers and misuse of geospatial monitoring systems.
Carlos Bolsonaro participated in the definition of targets, says PF
The PF states that Carlos Bolsonaro was not only aware of illegal operations, but actively participated in the definition of targets and strategies. The core commanded by him and Jair Bolsonaro would be the main recipient of the undue “advantages” of the scheme, especially in the political field.
In addition to the attempt to destabilize adversaries and create institutional threat narratives, the group would have sought to undermine the credibility of judiciary and democratic forces, according to the researchers.
Use of hierarchy and institutional concealment
The report also details as the high managers of Abin at the time took advantage of the agency’s hierarchical structure to mask illegal actions under apparent legality.
Internal commanders determined the actions to subordinates, often by informal roads, and hid the true purpose of the orders issued.
The PF points out that the repeated use of the state structure for illicit purposes is a serious violation of the Democratic Rule of Law. One of the central objectives of the organization, according to the document, was to ensure Jair Bolsonaro’s permanence in power, even by means that would constitute institutional breakage.
INDICIATION AND NEXT STEPS
Carlos Bolsonaro was once formally indicted by the PF for his alleged participation in the scheme. The case is under the rapporteur of Minister Alexandre de Moraes in the Supreme Court, who should now decide whether to transform the indictments into criminal complaints, after demonstration of the Attorney General’s Office (PGR).
The case adds to other inquiries underway against close allies of the former president, including what investigates the 2022 coup plot and the use of false data to attack the electronic ballot boxes.
