Federal Deputy Alexandre Ramagem (PL-RJ), former director of the Brazilian Intelligence Agency (ABIN), told the Supreme Court (STF) on Monday (9) that the files found in their devices, containing criticism of the electronic voting system, did not constitute plans to attack the ballot box, but personal opinions used in public debates.

During interrogation conducted by Minister Alexandre de Moraes, Ramagem stated that the content was produced in 2021, while still drove to Abin, and that the material served to support parliamentary discussions about the printed vote PEC, proposed rejected by the House that same year.

Appointed by the Attorney General’s Office (PGR) as responsible for preparing intelligence reports and monitoring authorities at the request of Jair Bolsonaro, Ramagem denied any involvement in attempts to undermine the Brazilian electoral system.

Defense minimizes reaching content

According to the parliamentarian, part of the material contained excerpts from a speech by a lawyer from Criminal Experts to the STF about alleged electronic ballot box faults, but which, in the video itself, refuted the existence of technical vulnerabilities.

Ramagem claimed that the video was shared only to clarify doubts of then -President Bolsonaro, without the purpose of weakening the electoral system or justifying any institutional breakup.

The deputy also accused the Federal Police of taking the context archives with the intention of building an incriminating narrative. For him, the documents cannot be considered evidence that he worked against the fairness of the elections.

“The information was part of a legitimate debate about printed vote. There was no intention to overthrow the system. They were third party opinions, not instructions from ABIN or the government,” he said.

“Abin had no relationship with Bolsonaro Lives”

Ramagem, investigated for operating an alleged “parallel abin” in the service of the former president, said the agency did not participate in the production of materials used by Bolsonaro in live broadcasts-such as the lives in which the then president attacked the security of the electronic voting process.

According to him, the investigated documents were not used institutionally by Abin, nor did they support the Planalto speeches.

“There was no relationship between Abin and the videos used by the president. The content served only to clarify technical doubts about the electoral system,” he said.

Ramagem also argued that conversations about defrauding electronic ballot boxes occurred outside ABIN’s environment. According to the deputy, the federal police Bormevet, also defendant in the process, forwarded material in groups of WhatsApp parallels, outside the agency’s institutional scope.

“Good morning president.docx” and alerts about the STF

When confronted with the document entitled “Good morning President.docx” found in his devices, Ramage said that the text brought only personal notes and reflections, and was never sent to Bolsonaro. The material contained criticism of the Federal Supreme Court and suggestions for institutional actions in the face of alleged breaches in the electoral system.

“Did you write letters to the president and not send?” Asked Moraes. Ramagem replied that it was a personal draft.

The minister then replied: “It is in the testimony that the Lord has given to the PF.”

Ramage denies espionage and rise of abin

Asked about the alleged monitoring of STF ministers during his management at ABIN, Ramagem denied any action in this regard. He said he was unaware of messages cited by Moraes who described movements from judicial authorities.

“I’m becoming aware of the message today,” he said. Moraes responded directly: “But it is in the testimony that you gave to the Federal Police.”

Despite the negatives, the Attorney General’s Office (PGR) maintains that Ramagem integrated the “Intelligence Center” of the coup plot, responsible for providing strategic inputs so that Bolsonaro and allies would question the smoothness of elections and prepare institutional rupture measures.

PGR fits branch as a member of the so -called “intelligence core” of the 2022 coup plot, responsible for collecting data, producing reports and providing inputs for Bolsonaro and his allies to question the credibility of the electronic ballot boxes.

Documents analyzed by the PF showed that the files were stored on official ABIN devices and circulated among members of the Planalto during the period before the presidential election.

According to the investigators, the content was part of a coordinated effort to give the appearance of legality to the attempt to reversal the electoral result.

Ramage denies any articulation in this sense and tries to detach his technical performance at the head of the alleged coup attempt.

According to investigators, the content was part of a coordinated effort to give appearance of legality to the attempt to reversal the electoral outcome.

Ramage denies any articulation in this sense and seeks to detach its technical performance in front of ABIN from the alleged attempt to coup.
