Risk Map: Planalto bets on the political narrative about the end of the 6×1 scale

The advancement of discussions about the end of the 6×1 scale opened a new front of dispute between the government and Congress. Faced with the slowness of the legislative process, Planalto began to consider accelerating the issue on its own, even if this increases friction with parliamentarians.

The government decided to send its own bill on the end of the 6×1 scale, with a request for constitutional urgency. The decision came after the assessment that the PEC being processed in the Chamber could take too long and end up losing the electoral timing.

The movement, according to XP policy analyst Paulo Gama, has a clear objective. “More than the approval itself, it seems to me that the government needs and wants to see the discussion happening”, he stated during his participation in Mapa de Risco, a policy program for the InfoMoney.

The strategy indicates that the political gain may lie less in the final result and more in the narrative constructed throughout the process.

By trying to take the lead on the agenda, the government seeks to position itself directly before the electorate. “The government wants to be seen as the one that defends workers and not the bosses,” said Gama.

The assessment is that, in an electoral environment, the symbolic dispute can be as relevant as the approval of the measure.

The problem is that this movement occurs at a time of sensitivity in the relationship between the Executive and Legislative branches. Congress was already handling the issue and may react to what it interprets as an attempt to override the process.

Still, Planalto seems willing to take this risk. The assessment is that, even in the case of legislative defeat, the government can transform the conflict into a political asset.

If the project does not advance, the narrative constructed may be that the Executive tried to approve a popular measure and was blocked by opposing interests. This type of reading tends to gain strength, especially in a polarized context.

The bet, therefore, is not just on approving a labor proposal, but on building a clear political position in front of voters. And, in this scenario, the conflict with Congress stops being a collateral cost and becomes part of the strategy.
