Amendments released in seconds per commission total R $ 279 million and aim at 304 cities

The Urban Development Commission of the House of Representatives approved last week the allocation of R $ 279 million in commission amendments to 304 municipalities, in a vote that lasted only 14 seconds and had no notice on the agenda, reveals a letter obtained by the globe. The episode was not an isolated case in the house: similar movement and speed were also followed by other collegiate.

At the time the commission endorsed the transfer, the amounts or those responsible for the nominations were not informed, even after the Federal Supreme Court (STF) made a series of transparency requirements in allocating this type of appeal. After the session, Globo had access, however, to the document, which details the amount of each amendment, the authors, the benefited cities and the object – described generally as “support to the National Urban Development Policy focused on implementation and road qualification”. The craft has not yet been made public.

The approval of the jet occurred under the presidency of Deputy Yury do Paredão (MDB-CE).

“The vote occurred as always. The amendments were unanimously approved symbolically,” said the parliamentarian.

According to the recent legislation and determinations of the Supreme Court, parliamentary amendments must obey clear transparency criteria, with the record of who indicated each appeal and detailing of its destination. However, commissions voting last week showed that these rules still find resistance in practice. In addition to the Urban Development Commission, there were approvals in less than a minute also in the Collegiates of National Integration and Health.

The Health Commission, chaired by Deputy Zé Victor (PL-MG), approved amendments at record speed: only 20 seconds. The total amount available to the collegiate is $ 3.8 billion, but so far there is no transparency about the beneficiaries. Deputies reported surprise at the inclusion of nominations in the session.

‘I had no idea’

GLOBO questioned some of the parliamentarians who appear as the authors of the amendments approved by the Urban Development Commission if they knew the approval of resources. Responsible for the nomination of R $ 500 thousand to Angelândia and R $ 597 thousand to Viçosa, in Minas, Reginaldo Lopes (PT-MG) replied that no.

“I had no idea,” he said.

Deputy Reimont (PT-RJ), who had an amendment of R $ 1 million to Japeri (RJ) approved, also showed surprise when sought.

At the National Integration Committee, chaired by Yandra Moura (Union), the vote lasted only eight seconds, also without prior disclosure. The president minimizes the procedure, saying that it happened “as always was”, and states that the details would be passed on later.

In total, there were six committees that approved amendments, which together are entitled to more than $ 7 billion in resources. Sport, tourism and education complete the list. The mechanism was similar in all commissions. Deputies who attended the meetings were surprised and did not even know if their nominations had been contemplated, as the details were not presented at the time.

“I arrived a little late, I had just voted and complained because I found a process very fast. The president assured me that he will send me the relationship, may have sent, but I traveled. I hope that from now on this is no longer so,” said Paulo Guedes (PT-MG), member of the National Integration Board.

In the case of the Urban Development Commission, the most benefited parties ranking indicates that the PT was the largest contemplated, with R $ 64 million, followed by MDB (R $ 45.9 million), Republicans (R $ 41.1 million) and PSD (R $ 35.2 million). Union, PL, PSDB, Somos, PP, PSB, PDT, Solidarity and PRD complete the list, with values ranging from R $ 28.2 million to R $ 866 thousand.

Among the municipalities that were most contemplated with the allocation of resources, stand out Macapá (AP), with R $ 6 million; Ribeira do Pombal (BA), with R $ 4.8 million; Vargem Grande Paulista (SP), with R $ 4.27 million; Itapevi (SP), with R $ 4.16 million; and Normandy (RR), with R $ 3.9 million. Among the states, lead São Paulo (R $ 43 million), Rio de Janeiro (R $ 25.3 million), Minas Gerais (R $ 23.6 million), Bahia (R $ 23.2 million) and Paraná (R $ 22.7 million).

Macapá received a single amendment from Deputy Vinicius Gurgel (PL-AP), who has the city as his electoral stronghold, intended for “support for the National Urban Development Policy focused on implementation and road qualification”. The same reason led Antonio Brito (PSD-BA) and Ricardo Maia (MDB-BA) to intend, together, R $ 4.8 million to Ribeira do Pombal. Maia is a native of the municipality and Brito was the third most voted parliamentarian in the city in 2022.

Among the parliamentarians with the highest volume in amendments are Altineu Côrtes (PL-RJ), with R $ 7.5 million; Cleber Verde (MDB-MA), R $ 6 million; Marcos Pereira (SP), President of Republicans, R $ 6 million; Vinicius Gurgel, R $ 6 million; and Cezinha de Madureira (PSD-SP), R $ 4.27 million. They also appear on the list Ricardo Maia (R $ 4 million) and Helena Lima (R $ 3.9 million), from Roraima MDB, and Otto Alencar Filho (PSD-BA), with R $ 3.77 million.

The deputy does not need to be a member of the commission so that a project or municipality appointed by him is contemplated. Often commission presidents or rapporteurs negotiate with party leaders to define who will have approved resources. It is also common for party leaders, state bench coordinators or deputies near the chamber’s management to get space in commissions amendments in which they do not even formally act.

Motta accelerates amendments

House interlocutors claim that the accelerated release of amendments is a direct initiative of the president of the house, Hugo Motta (Republicans-PB). He met with presidents of the main permanent committees on Tuesday to define a plan to unlock the amendments that had not yet been committed this year. Of the R $ 7.6 billion foreseen in the Budget for the Chamber Commission nominations by 2025, no amount had been allocated to date.

Motta’s strategy, according to allies, seeks to strengthen his political position after the obstruction of the opposition earlier this month. Even allies have evaluated that the difficulty in resuming the command of the house has revealed loss of strength, something that Motta seeks to reverse with the fastest execution of amendments.

Commission amendments are not mandatory, unlike individual and bench, but historically are executed by political agreements. The weight of this type of amendment has grown since 2023, when they began to receive part of the resources before the so -called secret budget.

In the first year of the Lula administration, 99.5% of the R $ 6.8 billion expected for committee amendments were committed; In 2024, despite the increase in the amount, only 82% were released. The Supreme Court started to act more incisively, requiring detailed documentation about the fate of resources. In December last year, Minister Flávio Dino stressed that the entire budget process should be registered to ensure traceability and transparency.

A law passed by Congress last year requires each committee to receive proposals for the nomination of party leaders, who must hear their benches before the vote. It also determines that the justification of indications contains clear elements that allow to evaluate the benefits of the transfer.
