It is forbidden in the government to use “spending” when talking about education, says Lula
President Luiz Inácio Lula da Silva stated this Tuesday that since assuming his first term as president, in 2003, he has prohibited members of his government from using the term “spending” to refer to education.
At the opening of the 21st National Science and Technology Week, Lula highlighted that he sees education as “the investment with the highest return that a country can have”.
The president’s speech comes while the government is in the final phase of preparing a package to contain mandatory spending, which includes establishing that expenditure on health and education will be disciplined by the rules established by the fiscal framework, which combines primary result targets with a ceiling for real expenditure growth of up to 2.5% per year, according to two sources with knowledge of the matter.
