The Vice President of the Republic and Minister of Development, Industry, Commerce and Services, Geraldo Alckmin (PSB)led the 4th Plenary Meeting of the Council for Sustainable Economic and Social Development (CDESS), this Thursday (12), and announced new investments in another stage of the Nova Indústria Brasil (NIB) program.

Alckmin replaced the president Luiz Inácio Lula da Silva (PT)who remains hospitalized in the Intensive Care Unit (ICU) of Hospital Sírio-Libanês, in São Paulo (SP), and today underwent a new surgical procedure.

At the meeting of the so-called “Conselhão”, Alckmin announced R$468.38 billion in private and public investments for NIB Mission 5, focusing on bioeconomy, decarbonization and energy transition and security.

Of the total of R$468.38 billion, R$88.3 billion are public resources from credit lines for projects involving activities such as innovation, exports and productivity – R$74.1 billion have already been contracted between 2023 and 2024. Another R$14.2 billion will be available for 2025 and 2026.

During the meeting, the private sector announced an additional R$380.1 billion in investments, until 2029, related to Mission 5 of the program.

According to doctor Roberto Kalil Filho, who heads the medical team treating Lula, the president will possibly be released on Monday (16) or Tuesday (17) and will be able to return to Brasília

“Brazil is already a protagonist in biofuels and has all the conditions to lead the global decarbonization agenda. We have robust public policies, financing instruments and we are attracting private investments to work towards this objective”, said Alckmin.

“Which country in the world has 27% ethanol in gasoline? Nobody has. We can now increase to 30% ethanol in gasoline and then expand even further. And 85% of our fleet is flex fuel, it can be gasoline or ethanol”, noted the vice president.

According to Alckmin, Brazil has “countless opportunities” in the green industry. “We will decarbonize, improve energy efficiency and innovation”, he guaranteed.

Alckmin also drew attention to the importance of the signing of the trade agreement between Mercosur and the European Union (EU), last week, concluding negotiations that spanned three decades.

“We have finally signed a historic and strategic agreement with the EU. Brazil has less than 2% of the world’s GDP; 98% of trade is outside Brazil. Today, those who grow are those who have foreign trade. All priority is given to a more exporting and more productive industry”, stated the vice-president.

Mission 5 Goals

At the “Council” meeting, Alckmin presented the new goals of the NIB Mission, for the period between 2026 and 2033, and also announced the priority chains, approved by the National Council for Industrial Development (CNDI).

According to Palácio do Planalto, the first goal is to “promote green industry, reducing the intensity of greenhouse gas emissions per unit of product in line with the sectoral goals of the climate plan”.

The government intends to increase the share of biofuels and electricity in the transport energy matrix by 27% in 2026 and 50% in 2033. Furthermore, the objective of the program is to increase the technological and sustainable use of biodiversity by industry by more than 10% in 2026 and 30% in 2033.

In the new phase of the NIB, the CNDI defined six priority chains for the industrial development of Mission 5: green diesel and sustainable aviation fuel (SAF); low-carbon hydrogen; biomethane; steel and green cement; wind turbines; and solar panels.

“The definition of the chains took into account the specific objectives of the missions, the existence of built local capabilities, the potential for generating high technological intensity exports, and the impact on the production chain, and the generation of qualified jobs”, he says the federal government.

Sustainable fuels

During the meeting, Finep and the National Bank for Economic and Social Development (BNDES) launched a public call, worth R$6 billion, for the development of sustainable aviation and navigation fuels.

The Mais Produção Plan (P+P), NIB’s financing arm, has R$507 billion in credit lines to finance industrial development actions, between 2023 and 2026.

So far, Brazilian industry has already announced R$2.2 trillion in investments, for the expansion and construction of new factories, among other measures.
