Government announces release of R$ 7.66 billion in amendments for the next 2nd

The Institutional Relations Secretariat announced that, as of this Friday, the 13th, the federal government had completed the “total processing” of R$7.661 billion in parliamentary amendments. According to the ministry, the resources will be available in the accounts of city halls and benefiting entities until Monday, the 16th.

The largest amount of the total value corresponds to amendments in the health area (all modalities), amounting to R$3.848 billion. R$3.440 billion correspond to individual amendments (RP6). Of this amount, R$3.190 billion corresponds to special transfers, the so-called “Pix amendments”. Finally, R$373.4 million represents bench amendments (RP7).

The information comes at a time when President Luiz Inácio Lula da Silva’s government is under pressure to speed up transfers for works chosen by deputies and senators to be able to approve projects of interest to them in the Legislature. One of the main issues that is the government’s priority is the fiscal package.

Last Tuesday, the 10th, the management published an ordinance to unlock the payment of parliamentary amendments and reduce the Legislature’s animosity against Executive projects. Payment of amendments became a more politically sensitive issue after decisions by Federal Supreme Court (STF) minister Flávio Dino to suspend disbursements.

The text opened a deadline of December 31st for beneficiaries of the “Pix amendments” to present work plans for the execution of the resources, in the case of releases from December 3rd, 2024. Without registration, payment will be suspended. In the case of special committed transfers, execution may be before the plans are submitted.

Individual amendments are those to which all deputies and senators are individually entitled. Those on the bench have their fate defined by the state benches. “Pix amendments” are a way of transferring resources directly to the benefiting city hall, without linking the funds to a specific work.
