President Luiz Inacio Lula da Silva (PT )’s government disapproval of the government remains on the rise, reaching 53% of voters, according to research data Powerfulnessreleased this Wednesday (19). The survey shows an advance over January, although within the margin of 2 percentage points to more or less.

In the Northeast, traditionally an electoral stronghold of the petista, support dropped dramatically, with the difference between those who approve and those who disapprove of Lula from 20 percentage points in 2023 to just 4 percentage points now.

The survey also reveals that the president lost significant support, especially among groups affected by his more ambiguous lines. The positive assessment of the president’s work among women plummeted from 45% in January 2023 to 21% in this round.

Amid this drop in approval, the Planalto Palace Secretariat of Communication has been trying to improve the publicity of the president’s actions, with the expectation that, by the middle of the year, approval figures will present more positive results.

Despite a more focused communication strategy since the change in Secom, the government still faces challenges. In 2024, Lula attributed the fall in the evaluation to the lack of efficient communication, which led to the resignation of the then head of Secom, Paulo Pimenta. The new responsible for the portfolio, Sidônio Palmeira, reformulated the strategy, deciding that it would be beneficial for the president to expose himself more publicly.

However, this communication effort was marked by some gaffes and controversial statements. Among the most cited episodes is Lula’s comment during Gleisi Hoffmann’s inauguration as Minister of Institutional Relations, in which he said he chose to be “a beautiful woman.” In addition, the president called the government leader in the House, Deputy José Guimarães, “Cabeçudão do Ceará”.

Despite the controversies, the evaluation on the Plateau is that the negative impact generated by the statements is partly offset by the positive results that Lula’s largest exhibition can bring.

The survey was conducted from 2,500 interviews between March 15 and 17, 2025, in 198 municipalities of the 27 Federation Units. The margin of error is 2 percentage points, with a 95%confidence interval.
