Dino sees “evidence of crime” in Pix amendment of R$ 10 million for health in DF

The minister Flavio Dinoof the Federal Supreme Court (STF), sent to the Attorney General’s Office (PGR) a representation from the Public Ministry of Accounts of the Federal District questioning the transfer of R$ 10 million, via Pix amendment, for a project in the health area in the federal capital.

The minister considered that there may be signs of crimes linked to the parliamentary amendment and referred the case to the head of the Federal Public Ministry (MPF), Paulo Gonetso that it “proceeds as it deems appropriate”.

In an order signed this Friday (6), the Minister of Health, Nísia Trindade, was also asked to “proceed administratively”. Dino officiated the authorities because he considered that the process that questions the Pix amendments, in the STF, does not include the analysis of concrete cases, such as the one reported by the DF Accounting Office.

30 accusations of impediment and another 26 that ask for the minister’s suspicion were included in the Court’s agenda. Four more must still be scheduled, with no date set.

The MP questions a funding agreement published on October 23rd, signed by the DF Health Department with Hospital São Mateus, for the execution of a project called “Tenda +”. The initiative obtained funding from a Pix amendment authored by federal deputy Alberto Fraga.

The representation sent to the PGR claims that the project’s work plan “is based on the assumption that the SUS investment is dissociated from effective demand”. According to the MP, the project planning was approved before all technical and cost issues were clarified.

“It remains clear that the work plan was approved without the technical problems presented having been resolved, which is why it does not meet, in any respect, the principles of efficiency, economy and legitimacy of public expenditure”, maintained the Prosecutor’s Office.

Furthermore, the body points out that an amendment worth more than R$6 million has already been approved for the same action, destined for the same entity, with only the project designation missing.
