Government estimates the impact of the readjustment on Executive servants at R$ 5.3 billion
The Ministry of Management and Innovation in Public Services (MGI) calculates that the budgetary impact of the project relating to the Executive Branch approved yesterday (3) by the Chamber of Deputies is up to R$ 5.3 billion in 2026, with R$ 1.08 billion relating to the original text and which deals with the creation of 16 thousand positions for federal educational institutions, within the scope of the Ministry of Education (MEC), and 1.5 thousand new transversal careers in the Ministry of Management, and R$4.2 billion referring to the project that was attached to the main text, referring to remuneration, bonuses and career creation.
According to the ministry, the amounts are already foreseen in the Annual Budget Law (LOA) of 2026, but will not necessarily be fully implemented this year, because they depend on the implementation of the Federal Institutes of Education (IFEs) and the actual holding or completion of competitions for the positions that are being created.
“The expenses resulting from the proposed measures are aligned with the budgetary projections already incorporated into the planning of personnel expenses and will be implemented gradually, respecting schedules, legal rules and regulatory stages,” said the MGI.

“The text brings together structuring measures to address the historical fragmentation of the career system, reduce remuneration distortions and update workforce management instruments in the federal Executive, aligning career organization, professional development and the State’s delivery capacity”, defended the MGI.
The text approved yesterday by the Chamber was authored by the Executive Branch and is now being analyzed by the Federal Senate. It is separate from two projects that restructure the careers of civil servants in the Chamber and the Senate, also approved yesterday by the Chamber, which modify the career plans of civil servants in both Houses. These projects had already been approved by the Senate and were sent for presidential approval. In the case of Congressional employees, the estimated impact of the measures was not reported.
Among the central axes of the project relating to the Federal Executive, the Ministry of Management highlighted the creation of the career of Technical Analyst of the Federal Executive Branch (ATE), a transversal higher-level career focused on administrative and technical support, which organizes 66 positions currently dispersed across different plans and structures in just one. According to the MGI, this should modernize public administration and give greater coherence to the organization of the career system, reduce asymmetries and strengthen strategic areas for the functioning of public bodies.
The career brings together positions such as administrator, technical-administrative analyst, archivist, librarian, accountant and social communications technician, among others, transforming them into ATE. “The proposal seeks to promote greater coherence between similar duties, reduce remuneration asymmetries and strengthen the integrated performance of these areas, fundamental for the functioning of public bodies and for the continuous improvement of the provision of services to society”, defended the ministry.
In addition to the new career, the project creates temporary bonuses for employees who work in technical and administrative activities and who are not part of structured careers. “The instrument has a temporary nature, limited quantities and criteria defined by law, as a mechanism for professional development without increasing the fragmentation of the career system”, stated the ministry. The project also promotes adjustments to specific job plans.
The majority of the impact (R$4.2 billion of the total R$5.3 billion) is concentrated in the project that creates and restructures salaries and careers (Technical Analyst of the Executive Branch, Special Plan for positions of the Ministry of Culture, Federal Revenue and Labor Tax Audit, recognition of knowledge and skills of education technicians, border compensation for Ibama, ICMBio and Abin, among others). This text incorporated adjustments negotiated with careers at negotiation tables with the Ministry of Management.
Altogether, the measures reach around 200 thousand civil servants from different careers, including active and retired employees.
Institute in the State of Motta
The text also incorporated a project that creates the Federal Institute of Sertão Paraibano, by splitting off the Federal Institute of Paraíba, stronghold of the president of the Chamber, Hugo Motta (Republicanos-PB). Motta defended the creation of the institute and said that the new arrangement will promote the internalization of technical and higher education in the country.
In total, seven campuses will form the new institute. For Motta, the measure should create conditions for investments to increase and opportunities for access to these courses to be more viable. “I have always fought for my region to have its technical and higher education institution,” he said.
