INSS prepares plan to reimburse retirees victims of fraud
The National Institute of Social Security (INSS) is preparing an exceptional compensation plan for retirees and pensioners who have been victims of discounts not authorized by associative entities. The measure was discussed at a meeting on Friday afternoon (2), conducted by the Union’s attorney general, Jorge Messias, and was attended by the new INSS President.
“The proposal is in the final phase of preparation and, as soon as it is concluded, will be submitted early next week to the Presidency Civil House, for later presentation to the National Council of Justice, the Federal Public Prosecution Service and the Federal Public Defender’s Office,” AGU said in a statement.

I want my access
The folder instituted a special group, supported by Dataprev and the INSS itself, to resolve the situation caused to millions of retirees and pensioners. The return of funds improperly charged was a determination of President Luiz Inacio Lula da Silva, who addressed the theme in his latest national radio and television pronouncement.
The new president of the INSS stated, during the meeting, that it will determine the opening administrative procedures of liability of legal entities (pair), based on Law No. 12.846/2013 (Anti -corruption law), to the detriment of the entities investigated with evidence of bribe payment to public agents, as well as the entities classified in the investigation as a facade.
On the part of AGU, Jorge Messias determined, according to what was informed, the establishment of preparatory procedures for the filing of administrative misconduct actions.
“The so -called prior instruction procedures (PIP) will investigate the conduct of public agents and legal entities subject to the operation without discount with a view to the full administrative accountability of those involved,” said the folder.
Minister calls for resignation
Also on Friday, the Minister of Social Security, Carlos Lupi, agreed to depart from office, after meeting with Lula, at the Planalto Palace, in Brasilia. In its place, the Planalto announced former federal deputy Wolney Queiroz, current executive secretary of the paste, appointed by the PDT, which is chaired by Lupi himself.
The exchange in charge of the Ministry of Social Security occurs a week after the Federal Police (PF) and the Comptroller General of the Union (CGU) will define a joint operation that investigates an alleged scheme of unauthorized discounts.
The investigation points out that the irregularities began in 2019, during the management of Jair Bolsonaro, and continued in recent years.

INSS changes
The case had already resulted in the dismissal of the then president of the institute, Alessandro Stefanutto, and the removal of four leaders from the municipality and a federal police officer in São Paulo.
Opposition deputies filed, last Wednesday (30), an application for the creation of the Parliamentary Commission of Inquiry (CPI) to investigate the unions involved in the INSS fraud.

The PF reported gathering indications of the existence of irregularities in part of the approximately R $ 6.3 billion that the collection of associative monthly fees moved only between 2019 and 2024. In the following days, the CGU and the INSS itself made public the results of audits performed since 2023, which also pointed to inconsistencies and problems related to the theme.
