Lack of quorum cancels CCJ meeting to read the tax reform report

The meeting of Constitution and Justice Commission (CCJ) of the Senate in which senator Eduardo Braga (MDB-AM) would read the report on the regulation of tax reform was canceled due to lack of quorum. The cancellation of the meeting is a defeat for the federal government, which wants to approve the regulations as quickly as possible.
Senator Marcos Rogério (PL-RO), vice-president of the collegiate and who would lead the CCJ session this Monday (9) said that he could not even open the meeting because he did not have enough senators.
Tax reform proposal creates exemption range for rentals
The opinion of the rapporteur, senator Eduardo Braga (MDB-AM), increased the discount on Value Added Tax (VAT) for rental operations to 70%. The text approved by the Chamber provided for a 60% discount

We seek to simplify formulas for setting tax rates, says tax rapporteur
One of the highlights made by Eduardo Braga (MDB-AM) in his initial presentation of the text was about the real estate sector, where there were changes in tax rate discounts
He explained that he was already in the collegiate room minutes before the start of the session, called for 4 pm, and waited for 11 minutes. When asked if he didn’t consider the waiting time too short, he said no. “If the government was concerned about tax reform, it had to be present,” he said.
He also ruled out that the low quorum was related to the decision of the Minister of the Federal Supreme Court (STF) Flavio Dino on the parliamentary amendments.

Marcos Rogério also said that it is possible to build understanding when reading the report, but that he, personally, would prefer not to vote for this text in the drowning vote.
The initial plan was for the text to be read this Monday so that senators could make a collective request for a view. The debate would then resume on Wednesday the 11th, when the text could be voted on. With this setback, the tax process this week is somewhat compromised.
The CCJ meeting was scheduled for 4 pm. Only senators Efraim Filho (União-PB, alternate), Rogério Carvalho (PT-SE, incumbent), Augusta Brigo (PT-CE, incumbent), Ciro Nogueira (PP-PI, incumbent), Esperidião Amin (PP- SC, incumbent), Mecias de Jesus (Republicanos-RR, incumbent) and Hamilton Mourão (Republicanos-RS, alternate), in addition to Paulo Paim (PT-RS), who is not a member of the commission. Not even Braga had arrived at the location in time. The president of the collegiate is Davi Alcolumbre (União-AP).
