Leo Prates: who is the deputy chosen to report on the PEC in the Chamber
The president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), chose this Tuesday (28) deputy Leo Prates (Republicanos-BA) to rapporteur the Proposed Amendment to the Constitution (PEC) that foresees the end of the 6×1 scale in Brazil.
Prates has presided over the Chamber’s Work Committee since 2025 and has already expressed himself in favor of the change in scale, which, in his view, should occur in a staggered manner until at least 2028.

The presidency of the special committee that analyzes the PEC will be the responsibility of deputy Alencar Santana (PT-SP)
According to the proposal he defends, the idea is that, each year, 2 hours are subtracted from the 44-hour week, until the agreed level is reached — be it 40 or 36 hours of work.
As president of the commission, Prates has already prepared a report defending the end of the 6×1 scale and even the possibility of adopting the 4×3 scale, as long as it is negotiated in collective agreements by category.
Although he is in favor of the agenda, the deputy is seen as a moderate name for the rapporteur and more inclined to the position of the opposition to the government — which defends a long transition phase until the new day comes into full force, if approved.
The parliamentarian recently switched parties, joining the same Republican party as Hugo Motta, which tends to reinforce the acronym’s protagonism in an agenda linked to the interests of workers in the middle of an election year.
Trajectory
Leo Prates was elected federal deputy for Bahia in 2022, at the time affiliated with the PDT. This year, he is seeking re-election with the Republicans. According to him, the change of acronym was due to regional differences that could impact his new candidacy for the Chamber.
Prates began his political career in 2013, when he was elected councilor in Salvador by the Democrats, being re-elected in 2017. In 2019, he assumed a mandate as state deputy, which he served until the 2022 elections.
In Bahia, he is considered a close ally of the former mayor of Salvador ACM Neto (União Brasil) and, during his tenure in the capital, he held positions such as the Municipal Health Secretariat and the presidency of the City Council.
