Mario Frias paid R$154,000 to the company cited in an investigation involving “Dark Horse”
The office of federal deputy Mario Frias (PL-SP) allocated around R$154,000 to Complexysys Soluções Integradas Ltda., a company cited in the Civil Police investigation investigating suspected irregularities in contracts with the City of São Paulo. The information was verified by G1 based on data from the Chamber of Deputies.
One of the main contracts in the Civil Police’s sights is with the Instituto Saber Brasil (ICB), chaired by Karina Gama, who is also a partner in the production company Go UP, responsible for producing the film “Dark Horse”, which tells the story of Jair Bolsonaro.
According to the portal’s investigation, the ICB has a R$108 million contract with the administration of the mayor of São Paulo, Ricardo Nunes (MDB), to install 5,000 Wi-Fi points on public roads in the outskirts of São Paulo. The suspicion is that part of the resources allocated to the public project have been diverted to finance film production.

Before hiring Complexysys to install the Wi-Fi points, the same service was provided by GTrend, a company owned by Wemerson Marinho da Gama, Karina’s ex-husband.
Data from the Transparency Portal of the Chamber of Deputies shows that Complexysys received resources from Frias’ office between September 2024 and April 2026. Between April 2023 and August 2024, GTrend received R$115,600 from the deputy.
To the G1Complexysys stated that the payments made by the office arise from the provision of technology licensing services to make the CRM Político system available, in monthly payments of R$7,700.
In a note also sent to the vehicle, Wemerson stated that he believed that his company was previously hired due to his family connection with Karina. The owner of GTrend also stated that he entered into the contract in good faith and delivered the services provided for in the contract.
No history and overpricing
The investigation into the ICB points out that the institute that won the contract for Complexysys won a public call even though it had no known history in the telecommunications area. According to the police, the entity’s previous activities were concentrated in activities linked to holding literary fairs and religious events, without proven experience in internet infrastructure projects.
Another point analyzed involves the costs of the contract. The investigation maintains that the amounts paid by the municipal administration significantly exceeded references used by public bodies for similar services.
While the municipal company Prodam would charge around R$306 per month for the maintenance of each point, the agreement signed with the institute provided for a fixed payment of R$1,800 per installed point.
The execution of the project is also under question. The contract provided for the installation of 5,000 internet access points, but, according to the investigation, only 3,200 were delivered. Even so, the police claim to have identified the signing of contractual amendments in a short period of time to extend deadlines and adjust the execution of the project.
Investigators are investigating whether these instruments were used to cover up delays or non-compliance with the obligations assumed by the entity.
Another axis of the operation involves disbursements made by the municipal administration. The Civil Police points to signs of anticipation of approximately R$26 million without proof of full delivery of the contracted services.
According to investigators, documents analyzed indicate that transfers would have been made considering thousands of points in operation when only a small number would actually be operating in that period.
