Rapporteur says that PL on amendments must be voted on by the 1st half of November

The 2025 Budget rapporteur, senator Angelo Coronel (PSD-BA)stated that his expectation is that the bill (PL) on parliamentary amendments will be voted on by the first half of November in the plenary sessions of the Chamber of Deputies and the Federal Senate.

The statement was given this Tuesday (22), after a meeting with the president of the Chamber of Deputies, Arthur Lira (PP-AL)in Brasília (DF). Coronel said he intends to close an agreement on the matter by Wednesday (23) and file the proposal by next Monday.

“The idea is for it to be approved in both Houses by the first fortnight of next month”, projected Coronel.

After the meeting with Lira, Coronel said he must meet with the president of the Senate, Rodrigo Pacheco (PSD-MG)in the late afternoon. “At the end of the afternoon, I will be with him (Pacheco) to go through some guidelines defined here today with Arthur Lira”, he stated.

“We also spoke with the Civil House. They will send some increments to the PLP. Therefore, by adjusting the text, we will file, at the latest, on Monday.”

Transparency

The 2025 Budget rapporteur also stated that there will be increased traceability and transparency in parliamentary amendments based on guidelines defined with the president of the Chamber, Arthur Lira.

“We have advanced with those determinations made by Minister Dino on the issue of traceability and transparency. We are going to expand as much as possible so that it is very clear, both for the Federal Supreme Court and for society, what each parliamentarian destined for their base”, stated the senator.

Regarding the number of works to which parliamentarians will allocate their amendments, Coronel said that this has been “pacified”.

“There are states with a large bench and there are states with a small bench. And the price is per bench. So imagine the State that has ten parliamentarians receives the same amount as the State with 60?”, he said.

“There is some nonsense about this. But we are adjusting so that we have, not the minimum of four amendments (for structural works by bench)”, he continued, in relation to the proposal that was being negotiated in the Senate.

“As it is today, with 20 bench amendments, (we are adjusting to) who knows, a range of 10 to 12 amendments”, he concluded.
