Representative proposes exemption of R $ 3,400 per year per CPF in international purchases online

Federal Deputy Dani Cunha (União Brasil-RJ) presented a bill that intends to exempt international purchases of up to R $ 3.4 thousand per year per CPF.

The proposal was filed in the House of Representatives last Wednesday (2) and flexes the rules of the so-called “blouses rate”, already in force since 2024.

Currently, tax collection occurs with each transaction over $ 50, without considering the annual purchase volume.

The new rule, if approved, would restrict the total tax purchases of taxation to the ceiling of R $ 3,400 per individual, per year. Above this amount, the goods would be automatically taxed, even if they are below $ 50 for purchase.

In justification, the deputy-daughter of former mayor Eduardo Cunha-argues that the current model has created a social imbalance by disproportionately affecting consumers of lower income.

She also questions the difference in treatment between online purchases and exemptions granted to those traveling abroad.

“Those who travel by plane can bring up to $ 1,000 in goods, while those who buy on the internet have much less margin,” says the text.

Understand the “blouses rate”

The so -called “blouses rate” was valid in August 2024, after Congress approval.

The measure ended the exemption for purchases of up to $ 50 on foreign websites and set a 60% import tax rate, in addition to the 17% ICMS for all values.

Despite the government’s expectation of raising the collection, the results fell short of the expected. In 2024, Brazilians made 187.1 million international purchases, below 209.5 million of 2023.

Still, the collection grew 40.7%, reaching R $ 2.78 billion, compared to R $ 1.98 billion in the previous year.
