Rui Costa leaves the Civil House after 3 years and passes command of the portfolio to Miriam Belchior
The Minister of the Civil House, Rui Costa (PT), ended his tenure this Thursday (2) after three years in charge of the department. The official farewell took place alongside President Luiz Inácio Lula da Silva (PT), in Salvador. With Costa’s departure, the new chief minister of the Civil House will be Miriam Belchior, current executive secretary of the department.

At the event, which marked the delivery of urban mobility and slope containment works in the capital of Bahia, Rui stated that this would be his “last act as minister”: “When the day ends, the president will sign my dismissal”, he said.
Afterwards, Lula defended Rui Costa’s three years of work and stated that the minister took on a difficult role in the government.
“The role of the Civil House is not always the role of sympathy. Most of the ministers who go to talk to the Civil House leave and complain to me that they were not treated well”, said the president. “But we have never had the Civil House functioning with the capacity to present solutions like it does now.”
Known for sparing no criticism or “calling out attention” to members of the government, Rui Costa ended his last week in office maintaining the tone that earned him his fame.
On Tuesday (31), during a ministerial meeting with the president, he made a public criticism of the government’s communication management, mentioning the name of the Minister of the Social Communication Secretariat, Sidônio Palmeira, four times, when demanding that the management’s proposals and deliveries be better explained to the population.
“My question, Sidônio, is whether the people know about this (about the deliveries made by the government). We have to focus on comparing”, he stated. The speech generated discomfort and embarrassment, and Sidônio tried to respond with data about the publicity of the government’s recent achievements.
The criticism came amid Lula’s negative performance in the last Datafolha, which showed the greatest disapproval of the PT administration and rejection of the president in the year, reaching 46%.
