CCJ completes cycle of debates on tax reform this week; see schedule

The Senate Constitution and Justice Committee (CCJ) will hold this week the last three public hearings aimed at instructing the first regulatory project for tax reform (PLP 68/2024), in accordance with what was requested by the rapporteur, Senator Eduardo Braga (MDB-AM).

Among the topics planned for debate are the Selective Tax, the impacts on regional development and the transition rules for reform.

The cycle of 11 debates, initially planned, was expanded to 13 in order to respond to the suggestions and contributions that the senators presented throughout the ten hearings already held.

Selective Tax

This Monday (25), the CCJ meets from 2:30 pm, in room 3 of the Senador Alexandre Costa Wing, to debate the Selective Tax and the discouragement of products and services that are harmful to health and the environment.

The meeting will be the 11th in the series of hearings that the commission promotes to analyze changes in consumption taxes.

For this Monday’s hearing, the participation of 16 guests has been confirmed:

  • Marcello Fragano Baird, advocacy coordinator at ACT Promoção da Saúde;
  • João Hamilton Rech, advisor and tax auditor at the Federal Revenue of Brazil;
  • Felipe Renault, director of the Brazilian Association of Financial Law (ABDF);
  • Marcos Aurélio Valadão, member of the OAB/DF tax reform commission;
  • Luiza Machado, legislative advocacy coordinator of the research, taxation and gender group at FGV/SP;
  • Rodrigo Marinho, representative of the Instituto Livre Mercado (ILM);
  • Rinaldo Mancin, director of institutional relations at the Brazilian Mining Institute (Ibram);
  • Eric Brasil, consultant at the Brazilian Institute of Responsible Gaming (IBJR);
  • Eduardo Muniz Cavalcanti, consultant for the Brazilian Tobacco Industry Association (Abifumo);
  • Victor Bicca Neto, CEO of the Brazilian Association of Soft Drinks and Non-Alcoholic Beverage Industries (ABIR);
  • José Eduardo Macedo Cidade, president of the Brazilian Distilled Beverages Association (ABBD);
  • Gilberto Tarantino, representative of the Brazilian Craft Beer Association (Abracerva);
  • Carlos Eduardo Cabral de Lima, president of the Brazilian Cachaça Institute (Ibrac);
  • Márcio Maciel, executive president of the National Beer Industry Union (Sindicerv);
  • Waldir Salvador, institutional consultant for the Association of Mining Municipalities of Minas Gerais and Brazil (AMIG);
  • Roberto Hollanda, executive director of Bioenergia Brasil.

Regional development

On Tuesday (26), the penultimate hearing intended to address the topic, the focus will be on regional development.

Five names have been confirmed so far:

  • Rogério Gallo, Secretary of Finance of the State of Mato Grosso;
  • Pablo Cesário, executive president of the Brazilian Association of Public Companies (Abrasca);
  • José Alves Filho, president of the Brazilian Association for Sustainable Regional Development (Adial Brasil);
  • Tácio Lacerda Gama, associate professor of tax law at PUC-SP;
  • Roni Peterson Bernardino de Brito, advisor to the cabinet and tax auditor at the Federal Revenue of Brazil, and representative of the Special Secretariat for Tax Reform of the Ministry of Finance.

Transition rules

The CCJ’s last hearing on the tax reform will be held on Wednesday (27), at 2:30 pm, and will deal with the rules that deal with the transition, inspection and five-year assessment, including the blocking of the tax burden, conflicts of jurisdiction, electronic tax domicile , tax compliance, active debt and collection of Goods and Services Tax (IBS).

For now, four names have confirmed their presence:

  • Rodrigo Keidel Spada, president of the National Association of State Tax Inspectors (Febrafite);
  • Mary Elbe Queiroz, president of the National Center for the Prevention and Resolution of Tax Conflicts (Cenapret);
  • Adriana Gomes Rêgo, special deputy secretary of the Federal Revenue of Brazil;
  • Francine Fachinello, president of Women in Tax.
