The regional statement further says:

  • “We call on all countries in the hemisphere to behave in accordance with international law, human rights and their own domestic legislation in managing human mobility with a humanistic approach, especially in the face of the threat of mass deportations.”
  • “We reaffirm that all migrants, regardless of their immigration status, have fundamental and inalienable rights, and that all States are obliged to respect, protect and strive to adopt measures for their full realization.”
  • “We commit to defending the human rights of all migrants, to reject their criminalization at all stages of the migration cycle.”

The joint text is the result of a meeting between countries in the region, on January 16 and 17, 2025, in Mexico City. The meeting at the vice-ministerial level on Human Mobility on the Northern Route included Brazil, Mexico, Belize, Colombia, Costa Rica, Cuba, El Salvador, Guatemala, Haiti, Honduras, Panama and Venezuela.

In the note published by Itamaraty, the organization highlights what it thinks about the migration issue:

  • “The Brazilian government congratulates Mexico for convening the meeting, in which serious concern was demonstrated about the possibility of mass deportations”
  • “On the occasion, the Brazilian delegation reaffirmed its commitment to the human rights of migrants and the defense of its nationals, through its consular network and regardless of their migratory status” (…) “It also highlighted the positive impacts of migration on American continent”

At the meeting, Brazil also “defended the intensification of the fight against poverty and inequality as the best way to prevent irregular migration and reiterated its interest in reactivating meetings on migration within the framework of the Community of Latin American and Caribbean States (CELAC), now chaired by Honduras”.
