After almost 40 acts with China, Lula talks about deepening investment cooperation

President Luiz Inácio Lula da Silva stated that he is confident about the partnership that the country has established with China, after signing almost 40 acts with Chinese president Xi Jinping, and highlighted that the countries will deepen investment cooperation.

He recognized China as Brazil’s largest trading partner and praised the good relationship between the countries, whose friendship strategy is based on shared interests. The Chief Executive highlighted that Brazil wants to expand the value chain in its own territory and expand and diversify its agenda with its largest commercial partner.

“I am confident that the partnership that President Xi and I forged today will exceed all expectations and pave the way for a new stage in the bilateral relationship,” he said. For Lula, the state visit reinforced ambition and renewed the pioneering spirit of the relationship between the countries.

“President Xi and I decided to elevate the Global Strategic Partnership to the level of a Community of Shared Future for a Fairer World and a Sustainable Planet. We are determined to base our cooperation for the next 50 years in areas such as sustainable infrastructure, energy transition, artificial intelligence, digital economy, health and aerospace”, stated Lula.

The president highlighted that the countries will establish synergies with Brazilian development strategies, such as the New Industry Brazil (NIB), the Growth Acceleration Program (PAC), the South American Integration Routes Program, and the Ecological Transformation Plan , and the Belt and Road Initiative. The president also highlighted Chinese interest in the Tropical Forests Forever Fund, proposed by Brazil to pay for the preservation of these biomes.

Lula recognized Chinese investments in Brazil and pointed out that there is also expansion of Brazilian industries in China, such as WEG, Suzano and Randon.

“At the same time, agribusiness continues to guarantee Chinese food security. Since 2017, Brazil has been the largest food supplier to China. In this context, BRF is expected to invest around US$80 million in the acquisition of a modern meat processing factory in Henan province, China,” said the president.

Lula also highlighted that he will hold the Brazil-China Cultural Year in 2026, in addition to continuing the Mercosur-China dialogue. “What China and Brazil do together reverberates around the world,” he said, highlighting the partnership in coordinating the UN, WTO and arrangements such as the G20 and Brics. He also pointed out that the understandings for resolving the crisis in Ukraine show a convergence of views on international security.

“We advocate global governance reform and a more democratic, fair, equitable and environmentally sustainable international system. In a world plagued by armed conflicts and geopolitical tensions, China and Brazil put peace, diplomacy and dialogue first,” he stated.

Lula thanked XI Jinping for his engagement in the Action for Global Governance Reform, launched by Brazil within the scope of the G20, and for his support in the Global Alliance against Hunger. At the end of his speech, Lula said that he hopes to welcome Xi Jinping back to Brazil in 2025 for the BRICS Summit, in July, and for COP30, in November. He also commented that he should visit China on the occasion of the China-CELAC Forum.
