Chamber approves project that regulates parliamentary amendments to the Budget

The Chamber of Deputies recently approved Complementary Bill (PLP) 175/24, by deputy Rubens Pereira Júnior (PT-MA), which regulates the rules of transparency, execution and technical impediments of parliamentary amendments. The text was approved as a substitute for the rapporteur, deputy Elmar Nascimento (União-BA). The project now goes to the Senate.
Elmar Nascimento highlighted that the project is fundamental for the execution of the Budget. “The new framework strengthens transparency, efficiency and control in the use of public resources,” he said.
According to him, the text establishes a clear and organized structure to regulate parliamentary amendments, with specific guidelines for bench, individual and committee amendments.
The proposal was presented in the Chamber in response to a decision by the Federal Supreme Court (STF) that suspended the execution of parliamentary amendments until rules on social control, transparency, impediments and traceability are defined.
The author of the project, deputy Rubens Pereira Júnior, stated that the text meets the requirements that the STF determined for the amendments to be used, such as regulating the processing of these amendments and providing publicity. “What the Supreme Court’s decision requires, we comply with. There is stability, transparency, non-individualization of bench amendments and prioritization for structural works”, he said.
