“Competition Enem”: government admits that instructions on the answer card left doubt

The Ministry of Management and Innovation in Public Services (MGI) admitted, this Thursday (21), that the instruction on the cover page of the answer card for the Unified National Public Competition (CPNU) tests may have generated doubts and induced several candidates did not mark the type of test answer sheet and/or did not transcribe the identification phrase on August 18, the date of the competition.
The statement was given by the legal consultant of the Ministry of Management and Innovation in Public Services (MGI) Karoline Busatto. For her, despite the eight original competition notices mentioning the need for double identification of participants in the answer booklet, there were problems in writing the cover page of the test booklet.
The failure of the candidate to mark the so-called “little ball” on the answer card, which indicates to the digital reader of the correction system the type of answer sheet, was the subject of a public civil action filed by the Federal Public Ministry (MPF).
In judging the action, the Federal Court of Tocantins determined, at the beginning of November, the cancellation of the elimination of candidates from the selection process who did not select the type of test.

No identification
The Ministry of Management and Innovation in Public Services said that it will not be possible to identify the participant who did not mark the type of test answer sheet or reproduce the identification phrase on the cover page – which works as a graphological examination of everyone approved in the competition that are called upon to take up a position in the federal government – in tests where there are multiple answers.
In cases where the candidate made at least one of the identifications, the MGI signed a commitment with the Federal Police to identify the candidate through the written test (dissertation or essay), which can guarantee the security of the competition.
CNU Logistics Coordinator, Alexandre Retamal, explained how the safety of the competition will be guaranteed. “We will carry out a handwriting exam on all people who are approved in the same way that we will check their fingerprints. So, both items are important for security (of the event). The Federal Police committed to us that anyone who did not fill in the phrase will be identified by the editors.”
New schedule
The lack of candidate identification on the response card was one of the reasons for postponing the publication of the final results of the unified competition, scheduled for this Thursday.
In the legal agreement signed by the Union with MPF and Fundação Cesgranrio, the exam’s examining board, the ministry also announced the increase in the number of corrected discursive tests for black candidates who reached the cut-off score, in addition to the inclusion of the qualifications test as a qualifying stage for the position of Technical Analyst of Social Policies for thematic blocks 4 and 5.
The agreement, motivated by the three conditions, made it possible for 32,260 CPNU candidates to be once again qualified to correct the discursive/essay test and participate in the qualifications test and resulted in a new schedule for the next phases of the competition.
