Federal government will decree GLO in Rio for G20, says state security secretary

The federal government must decree a Law and Order Guarantee (GLO) operation in Rio de Janeiro to use the Armed Forces in the security scheme for the G20 summit meeting in November in the city, the state secretary of Rio Security, Victor Santos.
The summit meeting of the group of the world’s 20 main economies in Rio will take place on November 18th and 19th, with the presence of several heads of state.
“The host country has the responsibility to guarantee the safety of those who come… We will probably have a GLO in the municipality, it will certainly be enacted”, stated Santos in an interview with journalists.
The GLO is a type of military operation determined exclusively by the Chief Executive and carried out by the Armed Forces in order to preserve public order. With the GLO, the Armed Forces will be able to carry out all policing activities in the city.
When contacted, the Ministry of Defense did not immediately respond to a request for comment on the decree of the GLO.
In recent weeks, the city of Rio de Janeiro has experienced a wave of violence and crime, including the theft of buses by criminals to be used as barricades against the police in the west zone.
Exchanges of gunfire between police and criminals have constantly occurred in different parts of the city, often claiming innocent victims.
The national secretary of Public Security, Mário Sarrubbo, met with the State security leadership this Tuesday to analyze cases of violence in the city, and promised the creation of a working group focused on structuring and permanent actions against crime. organized. The main focus, according to him, will be monitoring the financial flow of organized crime.
Sarrubo was calm about the security of G20 delegations and heads of state, and recalled the successful security arrangements for major events such as the 2014 World Cup and the 2016 Olympic Games in Rio.
“The National Public Security Secretariat participated in several G20 meetings and we are convinced that everything will happen in the best way,” said the secretary.
“We are absolutely convinced that the G20 will take place safely, as is the practice in Brazil. We had the Olympics, the World Cup, the Pan-American Games.”
Sarrubo said that the decree or not of the GLO for the G20 period is the responsibility of President Luiz Inácio Lula da Silva and that it was not up to him to comment on the topic.
