INSS CPMI rapporteur rescues Barroso's speech against Gilmar and causes confusion

The INSS CPMI rapporteur, deputy Alfredo Gaspar (PL-AL), caused turmoil in the commission this Friday (27) after rescuing a statement by retired minister of the Federal Supreme Court (STF) Luís Roberto Barroso criticizing minister Gilmar Mendes in 2018. The provocation led to an exchange of insults between members of the collegiate.

Gaspar read a speech by Barroso, in which he stated that Gilmar was a “mixture of evil with delay and hints of psychopathy”. Representative Lindbergh Farias (PT-RJ) asked him to focus on reading the opinion. “Is this a report or a circus?” asked the PT member. “Deputy Lindinho, we are not talking about Odebrecht,” said Gaspar. “You rapist,” Lindbergh responded, causing a ruckus. “Shut up, criminal”, replied the rapporteur.

Lindbergh was identified by the code name “lindinho” by Odebrecht whistleblowers in the spreadsheet of cash transfers 2 for the company’s deputy candidacy.

With tempers high, the president of CPMI, senator Carlos Viana (Podemos-MG), threatened to remove Lindbergh from the room. He retreated from the decision minutes later, after successive appeals from Paulo Pimenta (PT-RS), coordinator of the government bench at the collegiate.

Gaspar began reading his final opinion early this Friday morning. Before that, to counter Gilmar Mendes’ criticism during the plenary trial that reversed the decision to extend the CPMI, the rapporteur cited Barroso.

“Leave me out of your bad feeling. You are a horrible person. This has nothing to do with what is being judged”, said Barroso in a STF session, in 2018, during the trial over electoral donations. The fight was broadcast at the time on TV Justiça.

“Life for Your Excellency is offending people. Your Excellency is a dishonor to all of us. Your Excellency demoralizes the court. You have already offended the president (Cármen Lúcia), offended the minister (Luiz) Fux, and now you offend me. You are a mixture of evil with delay and hints of psychopathy”, he added at the time.

In the STF session held this Thursday, 26th, Gilmar, in front of Viana and Gaspar, criticized the data leak of the owner of Banco Master, Daniel Vorcaro, by CPMI of INSS. The judgment was about the extension of the collegiate, which was rejected by the Court.
