Kamala’s speech refers to the 2020 election episode. At the time, when there was still no definition of an elected candidate, the Republican spoke out through social media citing alleged electoral fraud (without presenting evidence) and declaring his victory. Democrat Joe Biden was officially declared the new president of the United States hours later.
