Lula vetoes bill that classifies type 1 diabetes as a disability

President Lula (PT) vetoed in full this Monday (13) a bill approved by Congress to classify type 1 diabetes mellitus as a disability.

What happened

People with type 1 diabetes would benefit if the Lula government approved the bill. They would be entitled to the BPC (Continuous Payment Benefit), early retirement, tax exemption on the purchase of cars and reservation of a place in public competitions, for example.

President argued that the project does not provide an estimate of the impact of the measure on the Budget. “The proposal would result in an increase in mandatory expenditure of a continuous nature, without an estimate of the budgetary impact having been presented and a source of funding or compensation measure having been indicated, in breach of the requirements of tax legislation”, says the justification prepared jointly by the ministries of Finance, Planning and Budget, Management and Innovation, Human Rights and Citizenship, Health and the Federal Attorney General’s Office.
